How much? <br /> <br />Representatives are being paid by two major sources of funding: some are supported by <br />their local agencies; others are paid for through Department of Homeland Security (DHS) <br />grant funds, which are managed by the VASI Board and the Operational Area. All <br />representatives are compensated at a level commensurate with their specific area of <br />responsibility and/or technical expertise. <br /> <br />Have Oakland and Hayward been approached about signing a Letter of Intent? If <br />not, why not? If so, what was their response? If they have not signed on, why not? If <br />Oakland and Hayward don't sign on as our closest neighbors, why should we? <br /> <br />The Hayward City Manager is one of the City Managers representing the Alameda <br />County Managers on the Governance Task Force. The City of Hayward was scheduled to <br />approve the JP A on Tuesday night but continued it to their next meeting. EBRCS Task <br />Force members are working with the City of Oakland; they currently have their own <br />system and have recently invested considerable capital to upgrade the system. <br />Discussions are ongoing with the City and Mayor to determine if there is any interest or <br />possibility of them participating in the EBRCS at some level. In addition, both Alameda <br />and Contra Costa Counties have approved the Letter ofIntent. (Article attached). <br /> <br />Can we sign the LOI, but not provide the funding until Oakland and Hayward sign <br />on? To whom do we write the "good faith" check of $37,800? What is the budget for <br />this year in use of those funds? <br /> <br />No, the LOI and "good faith" funding is a "good faith" contribution to join in with our <br />regional partners to move the initiative forward. The check will be addressed to the <br />EBRCS (care of the Governing Board). Once the lPA is established the Board of <br />Directors will determine how new agencies will join the system and how much they will <br />be charged to join late. The good faith check of $37,800 will not be required until the <br />lP A has been formed. <br /> <br />We were told that this is the only option for providing regional interoperability and <br />that bandwidth will be not available if we choose to go another route. What other <br />options besides Motorola have been considered? <br /> <br />The back bone of public safety communications is voice. There are three basic <br />requirements for reliable communications. Spectrum is the first, and it's clear that any <br />additional spectrum that becomes available will only be used to support regional systems. <br />Infrastructure is the second requirement which is extremely costly and not practical for <br />San Leandro to create their own even if there was available spectrum. Lastly, the most <br />important component is reliability, this is key to public safety communications systems, <br />to date no private vendor e.g. cell phone carrier can provide the coverage and priority <br />access to give public safety the reliability we need to insure the safety of the communities <br />we serve. <br />
