WHEREAS, the Redevelopment Agency of the City of San Leandro ( "Agency") is engaged in the MacArthur Boulevard Streetscape project within the West San LeandrolMacArthur Boulevard Redevelopment Project Area ("Project Area"), which is designed in part to upgrade the appearance of the Project Area; and WHEREAS, on December 6, 2004, the Agency approved Resolution No. 2004-23 adopting the 2004-2009 Implementation Plan for the Project Area which identifies the MacArthur Boulevard Streetscape project and similar public improvements as being ofthe highest priority in implementing the objectives ofthe Agency to improve the economic health of and encourage private investment in the Project Area; and WHEREAS, on June 16,2004, the Agency issued $5,500,000 in Tax Allocation Bonds for the Project Area to assist in financing, in part, the MacArthur Boulevard Streetscape project; and WHEREAS, no other means of financing the installation of the MacArthur Boulevard Streetscape proj ect is available to the community in that the only other possible source of funding is through the use of the City's General Fund, which is pledged for the provision of essential city services for the residents of the City; and WHEREAS, the construction of certain structures and improvements within the Project Area is a direct benefit in achieving the goals and objectives stated in the adopted Five Year Implementation Plan by improving the economic health ofthe MacArthur Boulevard business district by enhancing pedestrian activity and improving traffic safety, eliminating existing visual blight and encouraging more private investment in the Project Area; and WHEREAS, the City of San Leandro ("City") did, on February 24,2005, publicly open, examine and declare all sealed proposals or bids for doing the work described in Resolution No. 2005-001 RDA of the Agency of said City adopted on January 18, 2005, which resolution is hereby RESOLUTION NO. 2005-006 RDA 2
