<br />WHEREAS, on December 6, 2004, the Agency approved Resolution No. 2004-23 <br /> <br />adopting the 2004-2009 Implementation Plan for the Project Area, which identifies public <br /> <br />improvements consistent with the East 14th Street South Area Plan, which includes the East 14th <br /> <br /> <br />Street Median Project, as being of the highest priority in implementing the objectives of the <br /> <br /> <br />Agency to improve the economic health of and encourage private investment in the Project Area; <br /> <br /> <br />and <br /> <br />WHEREAS, the construction of certain structures and improvements within the Project <br /> <br />Area is a direct benefit in achieving the goals and objectives stated in the adopted 2004-2009 <br /> <br />Implementation Plan by improving the economic health of the Project Area by enhancing <br /> <br />pedestrian activity and improving traffic safety, eliminating existing visual blight, and <br /> <br />encouraging more private investment in the Project Area. <br /> <br />WHEREAS, the City of San Leandro has estimated the total project cost for the East 14th <br /> <br />Street Median Project at $951,000, and <br /> <br />WHEREAS, the City of San Leandro is the recipient of state grant providing up to a <br /> <br />maximum of$760,800 reimbursement for the East 14th Street Median Project, leaving a funding <br /> <br />shortfall of $190,200; and <br />WHEREAS, the Redevelopment Agency of the City of San Leandro (Agency) proposes <br /> <br />to assist in the East 14th Street Median Project within the Alameda County/City of San Leandro <br /> <br />Redevelopment Project Area ("Project Area"), which is designed in part to upgrade the <br /> <br />appearance of the Project Area; and <br /> <br />WHEREAS, no other means of assisting in the financing of the East 14th Street Median <br /> <br />Project is available to the community in that the only other possible source of funding is through <br /> <br />RESOLUTION NO. 2005-0J 6 RDA <br /> <br />2 <br />
