<br />I. Introduction <br /> <br />The Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 as amended, "The <br />Uniform Act" (49 CFR Part 24) is intended to provide uniform and equitable treatment of persons required to <br />move as a result of a public project. California has adopted its own regulations in accordance with the California <br />Relocation Act, Government Code; Section 7260, et seq. as amended and effective January 1, 1990. <br /> <br />Applicable regulations depend upon the funding source. This brochure is intended to provide general <br />information only based on the requirements of the California Relocation Act. <br /> <br />This Is Not A Notice To Move <br /> <br />You will be given ample time and assistance in fmding new housing; however, should you decide to move, please do <br />not do so without notifying your Relocation Advisor as you may risk losing your eligibility for a relocation payment. <br />If the Redevelopment Agency of the City of San Leandro ("Agency") acquires the property, you will be notified in <br />advance as to the date when your present home must be vacated, and you will be given adequate time (at least ninety <br />(90) days) and assistance with fmding another place to live. To obtain assistance with fmding a replacement <br />dwelling, contact your Relocation Advisor. The telephone number for your Relocation Advisor is (925) 691-8500 <br />or (800) 558-5151. <br /> <br />II. Relocation Services and Advisory Assistance <br /> <br />The Agency through its representative, usually a Relocation Advisor, will assist you in fmding other housing which <br />is decent, safe and sanitary, and is within your ability to payor rent. Assistance can take the form of explanation of <br />the program, determining entitlements, delivery of forms, help in completing the forms and answering questions. A <br />Relocation Advisor will be available to personally make contact with you and to discuss your individual <br />circumstances. Services can involve contact with private and governmental rental and sales housing for occupancy <br />on a non-discriminatory basis. The Relocation Advisor will provide you with all available information in order to <br />provide a fair and orderly relocation. <br /> <br />III. Definitions of Decent, Safe, and Sanitary (DS&S) <br /> <br />Certain standards to evaluate the quality of housing where you will move have been established, and any referrals <br />for housing given to you must meet these standards. These standards are referred to as Decent, Safe, and Sanitary, <br />which means it meets all of the minimum requirements established by federal and State regulations and conforms to <br />applicable housing and occupancy codes. The dwelling shall: <br /> <br />a. Be structurally sound, weather tight, and in good repair. <br /> <br />b. Contain a safe electrical wiring system adequate for lighting and other devices. <br /> <br />c. Contain a heating system capable of sustaining healthful temperature (at least 70 degrees) except in those <br />areas where local climatic conditions do not require such a system. <br /> <br />d. Be adequate in size with respect to the number of rooms and area of living space to accommodate the <br />displaced person(s). <br /> <br />e. Have a separate, well-lighted and ventilated bathroom that provides privacy to the user and contains a sink, <br />bathtub or shower stall, and a toilet, all in good working order and properly connected to appropriate <br />sources of water and to a sewage drainage system. <br /> <br />f. Contain unobstructed egress to safe, open space at ground level. <br /> <br />g. Be free of any barriers which prevent reasonable ingress, egress, or use of the dwelling by such displaced <br />person. <br /> <br />1 <br />
