PUBLIC COMMENTS <br /> <br />Public Comments are limited to 5 minutes per person, for a total time period of one <br />hour. When you address the City Council, you should fill out a speaker card and <br />submit it to the City Clerk so the order of speakers may be determined and an official <br />record of names and addresses obtained. The public is invited to make any comments <br />related to Agenda items, or other items of public interest, at this time. <br /> <br />A. Paul Vargas, 872 Portola, addressed the City Council and wished them a Happy <br />New Year. He continued by expressing concerns with the City of San Leandro's <br />reluctance to allow the sale of fireworks within the City limits. He concluded by <br />asking that the City Council consider taking action to rescind the Real Estate <br />Transfer Tax or at least place the matter on the ballot for the people to decide. <br /> <br />5. CITY COUNCIL REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />1. Mayor Young reported on a recent Alameda County Transportation Board <br />Meeting and noted a poll had been taken regarding the potential for Measure B <br />Reauthorization. She indicated she had a copy of the results, which were very <br />interesting, and added that she would make them available to any Council <br />Member wishing a copy. She also noted the STIP Fee will be voted on in <br />January, which includes substantial project funds for San Leandro. <br /> <br />B. Reports on City Council Committees <br /> <br />1. Disaster Council Meeting of December 16, 1999. <br /> <br />Council Member Loeffler reported on the December 16, 1999, Disaster <br />Council Meeting. He indicated he would like to see the Fire Department <br />become more active in helping to train neighborhoods to be responsive in <br />disasters. He also indicated he would like more information on soft-story <br />apartment buildings. Vice Mayor Galvan indicated the City of Fremont has a <br />voluntary ordinance relating to apartment buildings that the City Attorney may <br />want to review. <br /> <br />2. Finance Committee Meetings of December 22 and December 27, 1999. <br /> <br />Mayor Young reported on the Finance Committee Meetings of December 22 <br />and December 27, 1999. It was indicated that the matter of a two-year budget <br />will be brought back to the full City Council for discussion at their January 18, <br />1999, City Council Meeting. Council discussion ensued indicating the <br />importance of obtaining a community needs assessment, accurate data, and a <br />
