Lou Filipovich, 15376 Laverne Drive, addressed the City Council regarding the <br />lack of coverage in the newspaper regarding this issue of garbage service on the <br />City Council Agenda this evening. He stated he feels the issue of privatization of <br />the garbage service should have been a Public Hearing. <br /> <br />4. NEW BUSINESS <br /> <br />A. Resolution Approving a Franchise Agreement for Solid Waste, Recyclables, and <br />Green Waste Services Between the City of San Leandro and Alameda County <br />Industries, Inc. <br /> <br />Wandzia Grycz, Assistant City Manager, gave the staff report and outlined the <br />components of the proposed Franchise Agreement between the City of San <br />Leandro and Alameda County Industries, Inc. <br /> <br />Louis Pellegrini, ACI Principal, gave a presentation regarding the proposed <br />transition in service. <br /> <br />Council Member Grant said she did not like the fact that the privatization of the <br />City garbage services was included in the State of the City Address and was <br />presented as a "done deal." She clarified with staff that the current <br />inventory/capital is worth approximately $400,000. <br /> <br />Council Member Nardine commented that the City's elected officials have been <br />working on the privatization of the city's garbage service for quite some time. She <br />indicated that issue was a crucial part of the City Council's goals. She noted that <br />she is still concerned with making an easy transition for the community and <br />suggested there should be a 1-800-garbage phone number for residents to contact <br />regarding complaints until the transition is completed. <br /> <br />Council Member Loeffler stated the City Council has spent many hours with <br />respect to reviewing whether or not the City's garbage service should be <br />privatized. He asked where the City is with regard to meeting the AB 939 goals. <br />It was noted the City of San Leandro has not achieved more than 30%, with the <br />goal being 50% by the end of the year. He added that the proposed contract <br />provides for ACI to work with the City to meet the goals by the end of this <br />calendar year. He further noted the City, historically, has not addressed the direct <br />costs of providing garbage service, adding that it will be an extremely different <br />way of doing business. <br /> <br />The City Attorney clarified that this is not a Proposition 218 issue. Proposition <br />218 only applies to taxes imposed by the City. The garbage rates now will be <br />charged by a private vendor and not subject to Proposition 218. <br />
