<br />Minutes - City of San Leandro City Council and <br />San Leandro Redevelopment Agency Joint Meeting - February 7, 2000 <br /> <br />Page 3 <br /> <br />The Deputy City Clerk, Kathy Ornelas administered the Oath of Office to <br />the Commission Members who were present - Olguta Alexe, Ashley Jennings, <br />Greg Low, Kevin Lowe, Brian Chan, Bonny Lieu, Anna Bae, Karen Fung, and <br />Noli Valera. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person. When you address the <br />City Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. <br /> <br />A. Matter of A-99-6; Reclassification; to Rezone a Parcel Known as Assessor's <br />Parcel Number 77C-1305-4 from RS Residential, Single-Family District to CC <br />(PD) Community Commercial, Planned Development Overlay District; and PD-99- <br />~; Planned Development; to Construct an Additional, Two-Story Animal Hospital <br />on the Undeveloped Area Behind the Existing Art Gallery and to Provide <br />Additional, Off-Street Parking Behind the Existing Emergency Pet Clinic; 14790 <br />Washington Avenue; Assessor's Parcel Number 77C-1305-3-2, 4 and 86-1; P. G. <br />Shutts, Applicant; E. C. Investments, Property Owner; CC (PD) Community <br />Commercial, Planned Development Overlay District. <br /> <br />This being the time and place for the Public Hearing on the above matter, Hanson <br />Horn, Planning Director, and Elmer Penaranda gave a presentation further <br />clarifying the proposed reclassification. <br /> <br />Peter Shutts, Architect for the project, addressed the City Council and indicated <br />they are looking forward to completing the second building where they will round <br />out all of the animal-care facilities that are currently serving the better portion of <br />the Bay Area. He indicated that, with the completion of this building, this project <br />will become the benchmark for the entire Bay Area for animal services and <br />treatment. He urged the City Council's approval of this proposal. <br /> <br />Council Member Nardine expressed concerns with the use of the parking lot and <br />asked if it will be gated. Staff responded that, currently, the parking lot is not <br />conditioned to be gated; but the issue can be reviewed at the six-month review and <br />an additional Condition placed on the parking lot should the usage become a <br />problem with the shift changes and noise in the early hours of the morning. <br /> <br />The Hearing was then opened to the public. <br />
