Council Member Glaze reported that he was late in arriving to the City Council <br />Meeting because he was at an event where his wife, Teresa Glaze, was receiving <br />the "Golden Oak" Award from the Arroyo Parent-Teacher Association for her <br />involvement. He also commented on the Real Property Transfer Tax. and the <br />history of its increase years ago. <br /> <br />E. Council Member Lothrop reported on the International Symposium and Air <br />Quality Conference she attended recently. She reported on some of the air quality <br />concerns communities face when they are near airports. She also reported on the <br />Federal Grant opportunity that may be available soon for communities near <br />airports. <br /> <br />She continued by asking for clarification on the matter of City Council discussion <br />regarding a City Celebration recognizing Cesar Chavez's Birthday. She indicated <br />she is not looking for City Council to approve a paid holiday but would like to see <br />a celebration, held on an annual basis, that the community sponsors along with <br />other sponsors. She would like to see the City Council discuss and act on this <br />issue the end of March. <br /> <br />Council Member Glaze stated his feeling that there is a need to designate March <br />31st in San Leandro as a holiday, indicating the City does not need to wait for the <br />U.S. Government to designate it as a holiday first. <br /> <br />Council Member Lothrop indicated she will not be attending the March 6, 2000, <br />City Council Meeting and would like the City Council not to have a Resolution <br />placed on that Agenda. <br /> <br />The Mayor requested that staff bring information back to the City Council <br />regarding the actual cost for a paid City holiday. <br /> <br />Vice Mayor Galvan suggested a sub-committee of City Council Members could be <br />created to discuss what could be done regarding a celebration. <br /> <br />Council Member Lothrop suggested a Resolution be passed and an invitation given <br />to the community to participate in the celebration. <br /> <br />Council discussion ensued and the Mayor indicated staff could have the <br />information regarding a paid holiday within the next week. She also indicated <br />there is a Special Meeting of the City Council scheduled for February 28th, at <br />which time the City Council could consider a Resolution declaring their intent to <br />recognize March 311t as the Birthday of Cesar Chavez and finalize any actions the <br />City Council may want to consider regarding celebration activities. <br />
