PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person. When you address the <br />City Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. <br /> <br />A. Matter of Moratorium on New Businesses Devoted Primarily to the Sale or <br />Exchange of Tobacco-Related Products (a temporary moratorium on the <br />processing and approval of Use Permits, Variances, Building Permits or other <br />zoning entitlements for new businesses devoted primarily to the sale or exchange <br />of tobacco-related products which may conflict with contemplated zoning <br />ordinances, Zoning Map amendments or General Plan amendments that the City <br />Council, Planning Commission, Board of Zoning Adjustments, or Planning staff <br />are studying or intend to study. This ordinance 'will pertain to businesses that <br />devote 20 percent or more of floor area or display to, or derives 75 percent or <br />more of gross sales receipts from the sale or exchange of tobacco-related <br />products.). <br /> <br />This being the time and place for the Public Hearing on the above matter, Hanson <br />Hom, Planning Director, gave the staff report on the proposed Moratorium and <br />Urgency Ordinance. It was noted the Urgency Ordinance is proposed while City <br />staff researches a permanent Ordinance. <br /> <br />Council Member Grant arrived during the staff report. <br /> <br />The Hearing was then opened to the public. <br /> <br />There being no comments from the public, the Public Hearing was closed. <br /> <br />M/S/C Loeffler and Nardine. Ayes: 6; Noes: 0; Absent: Glaze <br /> <br />The following Urgency Ordinance was then introduced: <br /> <br />Ordinance No. 2000-03, An Interim Urgency Ordinance Prohibiting the <br />Processing and Approval of Use Permits, Variances, Building Permits, Zoning <br />Approval for a Business License Application, or Other Zoning Entitlements for <br />Businesses Devoted Primarily to the Sale or Exchange of Tobacco-Related <br />Products and Declaring This Ordinance to Be an Urgency Measure, to Take <br />Effect Immediately, as It Relates to the Preservation of the Public Peace, <br />Health, and Safety.
