PUBLIC HEARINGS - CITY COUNCIL ONLY <br /> <br />Public Hearing Comments are limited to 5 minutes per person. When you address the <br />City Council, you should ran out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. <br /> <br />A Matter of Amendment to the San Leandro Zoning Code, Adding Article 26, <br />Relating to Alcoholic Beverage Sale Regulations (sets up performance standards <br />for businesses selling alcoholic beverages for the promotion of public health, <br />safety, comfort, convenience, prosperity, and general welfare). <br /> <br />This being the time and place for the Public Hearing on the above matter, Kathleen <br />Livermore gave the staff report and an overview of the proposed Ordinance. <br /> <br />The Hearing was then opened to the public. <br /> <br />Chauncey Chapman, 2098 Juneau Street, addressed the City Council, <br />indicating he lives behind The Rondeveu Bar, and noted he was not ''Noticed'' <br />about this Ordinance. He expressed the frustration he is experiencing and the <br />ramifications of living next to this establishment, stating there is loud noise, trash, <br />bad language, etc., and the Police Department does not have any effective methods <br />by which they can control the situation. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, asking if the <br />Council Members had read the Planning Commission and Board of Zoning <br />Adjustments Minutes regarding this matter. He feels the Planning Commission <br />process was flawed. He stated this is not the type of Ordinance we should be <br />passing in the City of San Leandro. <br /> <br />Tom Guarino, Representing the San Leandro Chamber of Commerce, <br />addressed the City Council and commented on the meeting the Chamber held <br />regarding this Ordinance and indicated the Chamber's support of the proposed <br />Ordinance. <br /> <br />Acknowledging that there were no further speakers, and with the consent of the <br />balance of the City Council, the Public Hearing was closed. <br /> <br />The following Ordinance was then introduced: <br /> <br />Ordinance No. 2000-05, An Ordinance of the City Council of the City of San <br />Leandro Adopting Article 26 of the City of San Leandro Zoning Code, <br />Relating to Alcoholic Beverage Sale Regulations.
