<br />\oi <br /> <br />Minutes - City of San Leandro City Council and <br />San Leandro Redevelopment Agency Joint Meeting - March 20, 2000 <br /> <br />Page 8 <br /> <br />Council Member Lothrop continued by thanking the staff who put on the Cesar <br />Chavez festivities this evening, noting it was very well attended and had exceeded <br />her expectations. <br /> <br />C. Mayor Young indicated she had just returned from a trip to Ireland. She <br />commented on the cities she visited while on her journey and said they have similar <br />problems to those in the USA She noted graffiti is rampant in Europe, and their <br />response to the problem is to consider it "urban art." She also indicated Dublin, <br />Ireland, is doing a survey similar to our "Quality-of-Life Survey" and asked that <br />the results from both surveys be shared. <br /> <br />Mayor Young concluded by commenting on the upcoming "Walk for Wellness" <br />led by San Leandro Hospital. <br /> <br />10. CITY MANAGER'S REPORT AND COMMENTS <br /> <br />A The City Manager asked, and City Council consensus was given, to refer a policy <br />regarding the use of CATV to the City Council Rules and Communications <br />Committee for discussion. <br /> <br />B. The City Manager, in response to comments by Ann Hague, noted the Downtown <br />Plan had been on hold due to comments received by Safeway's management. He <br />indicated staff will reinitiate contact with Safeway and bring the Downtown Plan <br />back to the City Council as soon as they are able. <br /> <br />C. With regard to the GRAD Survey, the City Manager commented that the survey <br />was sent to residents in the immediate area in an effort to ask about their <br />willingness to participate in an abatement district to support the affected residents <br />of the hillside. Once all the surveys are reviewed a report will be brought back to <br />the City Council regarding the results. He indicated all participants, as well as <br />anyone who received a survey, will get the results of the survey. He commented <br />on the importance of the questions being asked and indicated, if the answer is <br />"No," then the City will have to take a different approach to the issue. It was <br />indicated there should be results from the survey by Aprill". <br /> <br />Relating to the disclosure issue, the City Attorney said the City's survey letter does <br />not present any disclosure obligation for property owners in the area. He indicated <br />he will send an official explanation to Ms. Bennyi by letter. <br />
