PUBLIC HEARINGS - ALL AGENCIES Public Hearing Comments are limited to 5 minutes per person. When you address the City Council, you should fill out a speaker card and submit it to the City Clerk so the order of speakers may be determined and an official record of names and addresses obtained. A. Matter of Adoption of City Manager's Proposed Budget, 2000-2001 Fiscal Year (including the San Leandro Redevelopment Agency, San Leandro Economic Development Agency, San Leandro Housing Finance Corporation, San Leandro Industrial Development Authority, San Leandro Parking Authority, and San Leandro Public Financing Authority). This being the time and place for the Public Hearing on the above matter, the City Manager made brief, opening comments; and Tim Hansen, Finance Director, gave a summary of the proposed budget. The Hearing was then opened to the public. Martin Vitz, California Conservatory Theatre, 999 East 14tb Street, addressed the City Council in support of the funding recommended for the California Conservatory Theatre. Lou Filipovich, 15376 Laverne Drive, addressed the City Council, stating the sewer fees do not apply to everyone in the City. He also voiced concern that the public did not have an opportunity to comment on the Minutes before they were approved. He further questioned whether certain City-proposed expenses were essential and voiced concern regarding various Redevelopment expenditures. Justin Agrella, 1231-14Stb Avenue, addressed the City Council and agreed with concerns voiced by Mr. Filipovich regarding Redevelopment expenditures. He questioned how much the City gets from ACI's franchise fees, what the total budget amount was last year, and concluded by voicing concerns with Redevelopment Agency debt. He further commented on the proposed policy regarding the percentages shown per department reflecting how the General Fund tax, interest, and other discretionary revenues are dispersed. There being no further comments from the public, the Public Hearing was closed. M/S/C Loeffler and Galvan.
