PUBLIC HEARINGS - ALL AGENCIES <br /> <br />Public Hearing Comments are limited to 5 minutes per person. When you address the <br />City Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. <br /> <br />A. Matter of Adoption of City Manager's Proposed Budget, 2000-2001 Fiscal Year <br />(including the San Leandro Redevelopment Agency, San Leandro Economic <br />Development Agency, San Leandro Housing Finance Corporation, San Leandro <br />Industrial Development Authority, San Leandro Parking Authority, and San <br />Leandro Public Financing Authority). <br /> <br />This being the time and place for the Public Hearing on the above matter, the City <br />Manager made brief, opening comments; and Tim Hansen, Finance Director, gave <br />a summary of the proposed budget. <br /> <br />The Hearing was then opened to the public. <br /> <br />Martin Vitz, California Conservatory Theatre, 999 East 14tb Street, addressed <br />the City Council in support of the funding recommended for the California <br />Conservatory Theatre. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, stating the <br />sewer fees do not apply to everyone in the City. He also voiced concern that the <br />public did not have an opportunity to comment on the Minutes before they were <br />approved. He further questioned whether certain City-proposed expenses were <br />essential and voiced concern regarding various Redevelopment expenditures. <br /> <br />Justin Agrella, 1231-14Stb Avenue, addressed the City Council and agreed with <br />concerns voiced by Mr. Filipovich regarding Redevelopment expenditures. He <br />questioned how much the City gets from ACI's franchise fees, what the total <br />budget amount was last year, and concluded by voicing concerns with <br />Redevelopment Agency debt. He further commented on the proposed policy <br />regarding the percentages shown per department reflecting how the General Fund <br />tax, interest, and other discretionary revenues are dispersed. <br /> <br />There being no further comments from the public, the Public Hearing was closed. <br /> <br />M/S/C Loeffler and Galvan. Ayes: 6; Noes: 0; Absent: Lothrop <br /> <br />City Council discussion ensued regarding Cable Franchise fees and what they are <br />utilized for. <br />
