<br />'. <br /> <br />Minutes - City of San Leandro City Council Meeting <br />July 31, 2000 <br /> <br />Page 3 <br /> <br />C. Presentation by City Manager Regarding Preliminary Report On Fiscal Impacts of <br />the Proposed Real Property Transfer Tax Repeal. <br /> <br />The City Manager noted that the City Council Finance Committee and the General <br />Plan Advisory Committee (GPAC) will meet during the month of August to review <br />an Alternate Budget. It was also noted that there will be a Resolution on the <br />September 5 Agenda, setting a Public Hearing for October 2, regarding the <br />Proposed Alternate Budget. The City manager recommended that the City's <br />Reserves and/or Contingencies not be considered for reductions. <br /> <br />Council Member Lothrop expressed concerns with not affecting salaries of <br />employees. She suggested having someone from the Police Department, Public <br />Works Services or San Leandro City Employees Association to represent their <br />views on the Committee. There was also a suggestion to have a School Board <br />Member or parent from the Boys and Girls Club added to the Committee. <br /> <br />The Mayor indicated that perhaps someone from the real estate community should <br />be added to the Committee. <br /> <br />Council Member Nardine remarked about the expenditures diagram and indicated <br />there is a misconception about the disbursement of Redevelopment Agency <br />Funds. She indicated remarks have been made regarding additional "fat" that <br />could be cut from the Budget, and she would like the City Manager to clarify <br />what that "fat" might be; i.e., consultants, contract employees. She also stressed <br />there needs to be a specific written charge for the Committee to follow. <br /> <br />The City Manager explained the Redevelopment Agency Budget and why those <br />funds are not under consideration. He also indicated the charge for the <br />Committee would be to identify how to implement the policy set by the City <br />Council regarding the allocation of revenue monies. <br /> <br />Vice Mayor Glaze commented the City's services are somewhat lopsided with <br />regard to Library Services. He expressed concern about how these reductions will <br />affect the City's economic well-being. He suggested the Committee needs to look <br />at what the cumulative effects will be if the City starts losing businesses and sales <br />tax, etc. He would like the Committee to get information from other cities that have <br />experienced these cuts and get an idea of what the potential impacts will be for us. <br /> <br />Council Member Galvan indicated Vice Mayor Glaze raised some good points, <br />but it will be difficult to guess at the impacts. He commented that the City <br />Council Finance Committee mainly wanted to look at what we do know for sure. <br />He explained why he feels the GP AC' s use on this Committee will be helpful, <br />
