PRESENTA TIONS/RECOGNITIONS <br /> <br />A. Resolution of Commendation Recognizing the Contributions of T. W. "Rick" <br />Richards, Human Resources Commission, At Large. <br /> <br />Rick Richards was present to accept the Commendation. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person. When you address the <br />City Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. <br /> <br />A. Matter of HOD Community Development Block Grant (CDBG) Program <br />Consolidated Annual Performance Evaluation Report (CAPER) for Fiscal Year <br />1999-2000. <br /> <br />This being the time and place for the Public Hearing on the above matter, Neusa <br />Pollard gave the staff report. <br /> <br />The Hearing was then opened to the public. <br /> <br />There being no comments from the public, and without opposition, the Public <br />Hearing was closed. <br />
