" <br /> <br />. ,. <br /> <br />Minutes - City of San Leandro City Council, <br />San Leandro Economic Development Agency, San Leandro <br />Public Financing Authority, and San Leandro Redevelopment Agency <br />Joint Meeting - September 18, 2000 <br /> <br />Page 4 <br /> <br />The City Manager reported that he had faxed to the Agency last Friday a Press <br />Release indicating he would be recommending to the Agency this evening that this <br />matter be continued, In his judgment, there has been a lot of misinformation sent <br />out and provided to the community that needs to be clarified, At the same time it <br />would afford the Agency an opportunity to gather some additional information. <br />He indicated the purpose of tonight's meeting was to add certain properties to <br />eminent domain authority. Properties were not intended to be acquired by the <br />Redevelopment Agency but only subject to the Redevelopment Agency, Some <br />properties are located within the City and some are located in the unincorporated <br />area, He added that the City Council serves as the Redevelopment Agency for a <br />Joint Project Area which includes not only the City of San Leandro but Alameda <br />County as well. He noted that Alameda County does not administer the program <br />directly; the City does so on their behalf. He continued by stating that in August <br />of 2000 the County Board of Supervisors adopted a list of properties and asked <br />the City of San Leandro Redevelopment Agency to include those properties in <br />their authority for eminent domain. After the notices were sent out, several of the <br />property owners raised concerns about this issue. It was staff's recommendation <br />to delay action on the County properties until the County had an opportunity to <br />provide additional information to those property owners in the unincorporated <br />area; and, therefore, staff will be recommending discussion be postponed on the <br />properties in the unincorporated area until December 4, 2000. <br /> <br />The City Manager continued by stating there are four properties within the City <br />Limits that were considered to be added to eminent domain. Staff had discussions <br />with the owners of these properties about the issue. Staff learned the owners of <br />the Yokada Nursery property are currently in contract negotiations to sell the <br />property to a housing developer. Housing is currently not a permitted use on that <br />site. Also, under the General Plan Advisory Committee recommendations <br />regarding the future land use for the property, housing is not a recommendation. <br />In a meeting with the representative for the property owner staff determined a <br />good first step would be to have the Agency meet with staff in a Work Session to <br />talk about the GP AC recommendations and to discuss the potential land uses for <br />the site. A Work Session has been scheduled for October 9, 2000, to discuss <br />GP AC recommendations, and a discussion of the land use will also be included. <br />Staff will also invite the property owners to attend that meeting and participate <br />with their comments at that time. <br /> <br />Staff is therefore recommending the Public Hearing on this matter be continued to <br />November 13, 2000. There would be a Special Meeting held at that time to <br />discuss whether or not these properties should be added and included for purposes <br />of eminent domain at that time. This will also serve as an opportunity to have a <br />fuller discussion of the City's Redevelopment Plan for the Marina Boulevard area, <br />as well as areas along East 14th Street.
