PUBLIC COMMENTS <br /> <br />Public Comments are limited to 5 minutes per person, for a total time period of one <br />hour. When you address the City Council, you should fiU out a speaker card and <br />submit it to the City Clerk so the order of speakers may be determined and an official <br />record of names and addresses obtained. The public is invited to make any comments <br />related to Agenda items, or other items of public interest, at this time. <br /> <br />None <br /> <br />5. CITY MANAGER'S REPORT AND COMMENTS <br /> <br />None <br /> <br />6. CITY COUNca REPORTS <br /> <br />A. Reports on Intergovernmental Agencies <br /> <br />Mayor Young reported that as a member of the Waste Management Authority <br />Board, she had a recent opportunity to vote on the Davis Street Materials <br />Recovery Facility (MRF). She provided an explanation of a "dirty" MRF, which is <br />a facility that separates out recyclables, and indicated that the Waste Management <br />Authority did vote to grant some funds to create a Davis Street facility MRF. She <br />additionally reported that Waste Management of Alameda County has recently <br />completed a recycling facility in Union City, which will accept and recycle <br />electronic scrap. <br /> <br />B. Reports on City Council Committees <br /> <br />1. Economic Development and Redevelopment Committee Meeting of October <br />12,2000. The City Council accepted the report as submitted. <br /> <br />2. Facilities Committee Meeting of October 10, 2000. The City Council <br />accepted the report as submitted. <br /> <br />3. Rules and Communications Committee Meeting of October 24,2000. <br /> <br />The City Council briefly discussed the issue of moving forward with the <br />contract with Ms. Marilyn Snider to facilitate the City Manager's Performance <br />Evaluation process as well as a planning process for the new City Council. <br /> <br />The City Attorney indicated that the contract dollar amount is within the City <br />Manager's signing authority. <br /> <br />The City Council accepted the report as submitted. <br />
