Reports on Intergovernmental Agencies Mayor Young reported that as a member of the Waste Management Authority Board, she had a recent opportunity to vote on the Davis Street Materials Recovery Facility (MRF). She provided an explanation of a "dirty" MRF, which is a facility that separates out recyclables, and indicated that the Waste Management Authority did vote to grant some funds to create a Davis Street facility MRF. She additionally reported that Waste Management of Alameda County has recently completed a recycling facility in Union City, which will accept and recycle electronic scrap. B. Reports on City Council Committees 1. Economic Development and Redevelopment Committee Meeting of October 12,2000. The City Council accepted the report as submitted. 2. Facilities Committee Meeting of October 10, 2000. The City Council accepted the report as submitted. 3. Rules and Communications Committee Meeting of October 24,2000. The City Council briefly discussed the issue of moving forward with the contract with Ms. Marilyn Snider to facilitate the City Manager's Performance Evaluation process as well as a planning process for the new City Council. The City Attorney indicated that the contract dollar amount is within the City Manager's signing authority. The City Council accepted the report as submitted.
