<br />Minutes - City of San Leandro City Council and <br />San Leandro Redevelopment Agency Joint Meeting -- November 20, 2000 <br /> <br />Page 4 <br /> <br />3. PUBLIC HEARINGS - CITY COUNCIL ONLY <br /> <br />Public Hearing Comments are limited to 5 minutes per person. When you address the <br />City Council, you should fill out a speaker card and submit it to the City Clerk so the <br />order of speakers may be determined and an official record of names and addresses <br />obtained. <br /> <br />A. Matter of Formation of the San Leandro Hillside Geologic Hazard Abatement <br />District (GRAD) (authorizes establishment of a "Geologic Hazard Abatement <br />District" and appoints the City Council as the Board of Directors for the District). <br /> <br />This being the time and place for the Public Hearing on the above matter, Bill <br />Algire, Director of Engineering and Transportation, gave a presentation on the <br />proposed formation of the GRAD. <br /> <br />The Hearing was then opened to the public. <br /> <br />Todd Scott, 2182 Hillside Circle, addressed the City Council and questioned if <br />additional homes could be added to the District at this time and if assessments are <br />added at a later date, how would that process work? <br /> <br />Jan Fong, 1623 Edgehill Court, addressed the City Council clarifying that the <br />City Council will be the Board of Directors for the District. She questioned if <br />there would be any residents included on the Board? <br /> <br />The City Manager responded that the 26 property owners will serve in an advisory <br />capacity . <br /> <br />John Chovanes, 2086 Hillside Drive, addressed the City Council stating his <br />appreciation for the City's efforts in this matter. He also questioned if assessments <br />could be voted on by the residents and would they need a simple majority or <br />2/3rds? <br /> <br />The City Manager responded that there could be assessments voted on by the <br />residents in the future to address smaller maintenance items, but that it would only <br />require a simple majority of the 26 property owners involved. <br /> <br />Discussion ensued regarding any future addition of homes to the GRAD. It was <br />noted that homes should not be added one at a time. It was noted that if additional <br />homes are added it will be through a process by which recommended boundaries <br />are proposed and additional public hearings are held. <br /> <br />There being no further comments from the public, the Public Hearing was closed. <br /> <br />M/S/C Nardine and Glaze.
