<br />[Insert subject] <br /> <br />2 <br /> <br />[Insert date of report] <br /> <br />During the same time the transition from Kids Club to the ASES program was happening, the <br />after-school program at Muir Middle School, funded by ASES (formerly STARS, which was <br />State funded) had a sudden staffmg deficit. The Muir after-school staff called on a Thursday <br />saying they were leaving the program and their positions as of that day. City of San Leandro <br />Recreation and Human Services staff were in a meeting with District staff and offered to step in <br />and help. City staff stepped in the next day, Friday, and began running the program. The <br />immediate assistance proved to be so successful that the District asked the City to operate the <br />Muir program as well as the elementary ASES programs. In June, 2007, due to the success of <br />the Muir program, the District approached the City about operating the Bancroft ASES program <br />for 2007-08. <br /> <br />In summary, ASES programs currently run by the City are located at four elementary schools <br />and one middle school. Although there is a cost to the City and the School District beyond the <br />direct costs, the program doubles the number of children served because it offers the program at <br />low to no cost, depending on the parent's financial ability to pay. <br /> <br />Analysis <br /> <br />Current City Council Policy <br />It is the policy of the City Council to work in partnership with the School District any time <br />possible to enhance the programs and services made available to San Leandro students and their <br />families. <br /> <br />Previous City Council Action{s) <br /> <br />City Council Committee Review and Action <br /> <br />Applicable General Plan Policy <br />Goal 24 of the General Plan states: <br />Aggressively pursue additional agreements with the School Districts, the Boys and Girls Club, <br />and other agencies and organizations to ensure that San Leandro's open spaces and recreational <br />facilities are available for public use. <br />Policy 24.02 Comprehensive Approach states: <br />Consider joint use in the broadest possible context, including recreational programs, <br />capital improvement projects, maintenance, and community outreach as well as the <br />shared use of facilities. Coordination between the City and the School Districts in the <br />programming of recreation and sports activities should be encouraged so that the widest <br />range of opportunities are provided to San Leandro Residents. <br /> <br />Permits and/or Variances Granted <br /> <br />Environmental Review <br /> <br />Code Compliance Review <br />
