<br />Discussion ofFence Height in RS-VP <br /> <br />2 <br /> <br />May 21,2007 <br /> <br />In recent years, the issue of view protection and height of structures in the RS- VP has <br />come to the forefront. In 2001, the Zoning Code went through a comprehensive update <br />that created the View Preservation (VP) overlay district for properties generally identified <br />as the Bay-O- Vista neighborhood. Development regulations and review mechanisms <br />were put in place to address the height of residences and accessory buildings. And just <br />recently, development regulations for garden features, such as trellises, in the RS-VP <br />were added to the Zoning Code. <br /> <br />Current City Council Policy <br />Not applicable <br /> <br />Previous City Council Action <br />Not applicable <br /> <br />City Council Committee Review and Action <br />Not applicable <br /> <br />Applicable General Plan Policy <br /> <br />The following General Plan policies address fences and views: <br /> <br />Policy 1.07 Fences - Require that any fencing in residential neighborhoods meets <br />high aesthetic and safety standards. Residential fencing should not obstruct <br />vehicle sight lines, should be compatible with the architectural design of nearby <br />structures and should make a positive contribution to the character of the <br />neighborhood. <br /> <br />Policy 2.08 Privacy and Views - Encourage residential alterations, additions, and <br />new homes to be designed in a manner that respects the privacy of nearby homes <br />and preserves access to sunlight and views.
