<br />Public Comments <br /> <br />John Manuel commented on how homeowners on Neptune Drive are participating in the <br />program. <br /> <br />Committee Recommendations <br /> <br />None <br /> <br />2. Discussion Regarding Noise Insulation Standards for New Home Construction in the <br />Insulation Program Area. <br /> <br />At its March 3 meeting, the Committee asked whether or not new construction and remodeling <br />projects within the area of the insulation program should be held to the same insulation <br />standards as the City is using for the insulation program. William Schock reported that new <br />construction and remodeling projects are required to follow state Building Code standards for <br />energy efficiency which are equivalent to the insulation levels being used in the insulation <br />project with regard to windows, doors and attic insulation. However, the airport noise <br />insulation program is also installing fresh air exchange systems and baffling in fireplaces, <br />which are not part ofthe state's standards unless the project being built is in a "noise violation" <br />area. An example of a noise violation area would be homes within a 60 CNEL. However, there <br />are no "noise violation" areas in the project area San Leandro. The City's General Plan and <br />building code do have requirements for meeting the minimum state requirements for homes <br />within a 60 CNEL, such as around freeways, railroads or rapid transit lines. Also, Planned <br />Unit Developments may have lower thresholds resulting in higher standards set by the City <br />depending on local conditions. For example, the homes at the Cherrywood development have <br />a higher standard because of the proximity to the BART tracks and a condition of the <br />development for greater insulation measures was negotiated between the City and the <br />developer. <br /> <br />The Committee concurred with the City Manager's recommendation that staff look at <br />establishing a more formal insulation policy for sound sensitive areas. <br /> <br />Public Comments <br /> <br />Francois Gallo had questions regarding heating and air conditioning ventilation openings. <br /> <br />John Manuel commented that new construction in Mulford Gardens should be held to the <br />higher insulation standards. <br /> <br />Committee Recommendations <br /> <br />None <br /> <br />3.
