<br />Page 2 <br /> <br />NEXT PARTICIPATION SELECTION LOTTERY <br /> <br />SELECTION CRITERIA FOR REMAINING 67 SLOTS <br /> <br />Overview: Two mass mailings to approximately 200 homes for the 2nd lottery recently went to owner..occupied <br />homes in the 56 CNEL area. Total to date: 40 responses were received: <br /> <br />24 Homes Qualified <br /> <br />11 Responded "NO" <br /> <br />2 Respondents did not qualify because homes were rentals <br /> <br />3 Respondents have not provided all requested documents to prove owner occupancy. <br /> <br />56 CNEL RENTALS or 55, 54, 53 CNEL OWNER-OCCUPIED HOMES <br /> <br />We are now faced with expanding the lottery for the remaining available slots to either rentals in 56 CNEL area <br />or once again offering the program to owner..occupied homes in the North 53. 54. 55 or South 55 CNEL areas. <br /> <br />The acoustic engineer, Vince Mestre of Mestre Greve Associates. as well as C. Kell-Smith & Associates, would <br />suggest to City staff that rental properties in the higher noise levels (56 CNEL) be included in the program rather <br />than seek owner..occupied homes in the lower level noise contours. The rentals properties, while not owner- <br />occupied, are a higher priority in our opinion and because they are exposed to higher noise levels, are more <br />qualified for and would benefit from the sound insulation treatment. <br /> <br />Similar sound insulation programs mitigate noise on properties in the higher noise levels that are owner- <br />occupied first, then consider doing rentals in the same contour. <br /> <br />In the 2004 Lottery, owners of homes located in both noise contours were given an opportunity to participate in <br />the program. Rentals were excluded. <br /> <br />Results of 2004 lottery: 149 homes; 109 remain in program; 10 participated in Introductory Phase; 77 are <br />participating in Phase 1; 22 were placed in Phase 2. <br /> <br />Reasons for doina rentals in 56 CNEL area: <br /> <br />. Renters are just as impacted by the aircraft noise. <br /> <br />. We should keep in mind rentals in the 56 CNEL area may not remain so two years from now or <br />five years from now. These homes may become owner..occupied when sold due to a death of <br />owner or an owner sells his or her rental home to take advantage of rising property values. <br /> <br />58 POTENTIAL RENTALS IDENTIFIED in 56 CNEl AREA <br /> <br />Given the number of rentals, the response to our mailings to these homes still may not be enough to fill the <br />available slots, therefore, the lottery could then be open to remaining owner..occupied homes in the 55, 54. 53 <br />CNEL area. <br /> <br />If you have any questions or would like more information, please call me. <br /> <br />Regards, <br /> <br />Mary Knuckles <br />Project Manager <br />
