Matter of Selection of Vice Mayor (complies with City Charter Section 310 which <br />states that at its first regular meeting in May, the Council shall designate one of its <br />members Vice Mayor, to serve for a period of one year and until a successor is elected <br />and qualified). <br /> <br />Councilmember Starosciak commented on the excellent job Vice Mayor Grant has done <br />in representing the City and as a mentor and role model to the new members of the <br />Council. <br /> <br />. Minute Order No. 2007-061, Motion to Reelect Surlene Grant as Vice <br />Mayor. (1315) <br /> <br />The City Council reelected Surlene Grant as Vice Mayor. <br /> <br />M/S/C Starosciak and ProIa. Ayes: 6; Noes: 0; Absent: 1 (Gregory) <br /> <br />Mayor Santos commented that when he served on the City Council in 1984, the vice <br />mayor position was rotated, and every member of the Council had the opportunity to <br />serve. For the past several years, the vice mayor position stayed within Districts 1 and <br />4. Mayor Santos requested that the issue of selection of the vice mayor be referred to <br />the Rules and Communications Committee for discussion. There was consensus of the <br />Council to do so. <br /> <br />B. Request from Councilmember Starosciak to Reconsider the Resolution Authorizing <br />City Manager to Sign a Letter of Intent to Support the Fonnation of the East Bay <br />Regional Communication System (EBRCS) Governed by a Joint Powers Authority <br />(JP A) for Alameda and Contra Costa Counties. <br /> <br />Item 10.B. was taken prior to Item 3, Public Hearings. <br />
