Councilmember ProIa stated that while he will vote affirmatively <br />on this ordinance, he will not support other projects that do not have at least 15% <br />affordable units. City Clerk Marian Handa indicated that the Council would receive the <br />information in Thursday's mail on inclusionary zoning requested at the last meeting. <br /> <br />Councilmember Souza responded to Councilmember Starosciak's comment, stating that <br />if the Council wants to send a message to developers that this process did not meet the <br />City's standard for communication with the community, then now is the time to do it. <br />Councilmember Souza stated her support for delaying the decision on this action. <br /> <br />- Adopted <br /> <br />M1S/C Stephens and Starosciak. Matter of Discussion of Recorrimendation from the Planning Commission to Initiate <br />Consideration of Zoning Code Amendments Related to Fence Heights in RS-VP <br />District (provides direction to staff related to regulation of fence heights in the <br />Residential Single~Family, View Preservation District). <br /> <br />City Manager J ermanis gave background on the item and introduced Planning Manager <br />Debbie Pollart. Ms. Pollart gave a short PowerPoint presentation providing an <br />overview of the issue, the current Zoning Code provisions for fence heights in the RS- <br />VP Sub~District, and the Planning Commission's recommendation. <br /> <br />Councilmember Gregory commented that he visited the Percivals, who reported a fence <br />height issue at a previous City Council meeting. Councilmember Gregory noted that the <br />Percival's panoramic view has been completely obliterated by their neighbor's fence, <br />and he stated that what was done to the Percivals by their neighbor is unthinkable. <br />Councilmember Gregory encouraged the Council to move this matter forward. <br /> <br />Councilmember Souza asked if the General Plan policy was unenforceable. Mr. <br />J ermanis confirmed that the General Plan policy related to fences is only a guideline and <br />was not included in the View Preservation Ordinance. City Manager Jermanis indicated <br />that staff is looking at ways, including mediation, to assist in resolving the issue for the <br />Percivals. <br /> <br />.
