<br />DRAFT MINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-May 21, 2007 <br /> <br />C. Presentation on Spartina Control in San Leandro and the San Francisco Bay. <br /> <br />Public Works Director Mike Bakaldin introduced Erik Grijalva, Field Operations <br />Manager for the Coastal Conservancy's Invasive Spartina Project. Mr. Grijalva gave a <br />PowerPoint presentation providing background on the problems created by an invasive <br />species of spartina (cord grass); giving information on the Invasive Spartina Project and <br />the goals of the project; swnmarizing last year's treatment efforts; and presenting the <br />proposed 2007 treatment plan, which will be a primarily ground-based treatment. <br /> <br />Mr. Grijalva responded to questions from the Council regarding the Invasive Spartina <br />Project. <br /> <br />Councilmember Starosciak requested that residents in the area affected by the spraying <br />be informed in advance of the treatments. Mr. Grijalva indicated that public outreach <br />will be performed, and public meetings will be held if necessary. <br /> <br />Mayor Santos commented favorably on the success of last year's public outreach <br />campaIgn. <br /> <br />Councilmember Gregory asked if the spartina eradication efforts should be included in <br />the discussion on the Marina as it relates to the mud flats and dredging. <br />Councilmember Gregory commented that he would be interested in knowing if we <br />would see an increase in the bird population as a result of this effort. Mr. Grijalva noted <br />that we are already seeing an increase, including an increase of the California clapper <br />rail in Bunker Marsh. <br /> <br />D. Public Works Department Annual Report. <br /> <br />Public Works Director Mike Bakaldin gave a PowerPoint presentation set to music <br />which highlighted the services and accomplishments of the Public Works Department <br />staff over the past year. <br /> <br />Mr. Jermanis commented on the wonderful job performed by Mr. Bakaldin ill <br />organizing and managing the Public Works Department. <br /> <br />E. Report on Closed Session Actions Taken <br /> <br />None. <br /> <br />11. CITY COUNCIL REPORTS <br /> <br />. A. Reports on Intergovernmental Agencies <br /> <br />Vice Mayor Grant reported on the meeting ofthe East Bay Dischargers Authority which <br />she attended on behalf of Mayor Santos. She reported that EBDA's budget was <br />approved. <br />
