<br />CITY OF SAN LEANDRO <br /> <br />MEMORANDUM <br /> <br />Date: <br /> <br />May 24, 2007 <br /> <br />To: <br /> <br />San Leandro City Council <br /> <br />From: <br /> <br />Fire Services Ad Hoc Committee (Councilmembers Starosciak and Stephens) <br /> <br />Cynthia Battenberg~istant to the City Manager <br /> <br />By: <br /> <br />Subject: <br /> <br />SUMMARY AND RECOMMENDATIONS FROM THE FIRE SERVICES <br />AD HOC COMMITTEE <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />The Fire Services Ad Hoc Committee (Fire Committee) met four times over the past six months <br />to discuss consolidation, the Fire contract cost and the contract renewal process. The Fire <br />Committee analyzed Alameda County Fire Department (AICo Fire) costs and services as <br />compared to other Bay Area cities and found that the City of San Leandro's cost per capita was <br />slightly above average, the cost per call was very low and the cost per engine company was low. <br />The Fire Committee reviewed County oversight, the salary and benefits negotiation process and <br />the internal controls process and found them to be adequate. Throughout the process, <br />cooperative efforts to improve communication and coordination between AICo Fire and the City <br />were identified and implemented. <br /> <br />The Fire Committee recommends the following: <br />. The City will continue to contract with AICo Fire for services. <br />. The City Council Finance Committee will monitor AICo Fire's financial status, invoices <br />and response time on a quarterly basis. <br />. Fire Department budget issues be brought to the Finance Committee in a timely manner. <br />. The City Council Finance Committee will review the AlCo Fire's independent audit on <br />an annual basis. <br />. A detailed survey of comparable Bay Area cities is completed every three years to ensure <br />AICo Fire's costs remain reasonable and services remain comparable to other <br />jurisdictions. <br /> <br />BACKGROUND AND ANALYSIS <br /> <br />At the November 20,2006 City Council meeting, Joyce Starosciak shared written concerns about <br />the City's contract with AICo Fire.
