Fire Services Ad Hoc Report

Page 5 of5

EXHIBIT 5
March 3, 2007

FRALS back payment received for service provided since 2001 totaled $lm in FY 2006-
07 totaled $lm, and an additional $927k is anticipated in FY 2007-08. Starting in FY
2008-09, the annual FRALS revenue anticipated is $250k.

The Fire Department Equipment Replacement Reserves schedule is attached for your
information. The reserve schedule was developed during contract negotiations. The City
has funded the reserve as scheduled, but has not purchased equipment according to the
schedule.

17. There is no expiration date for our contract. These terms will continue forever unless we,
the San Leandro City Council, do something about it. The management of the County
Fire Department has already told me to expect a $400k - $600k increase to their contract
for next year. Half of this year's Measure I Business License Fee revenue has already
been absorbed by the County Fire Department $lM contact increase. The rest of
Measure I will be gone within two years, completely absorbed by the Alameda County
Fire Department.

The contract between the City and AICo Fire can be amended by mutual agreement and
consent of the parties. Section 3.e.7.B. Fire System Planning states: "Ifthe City requires
additional and/or different contract services to provide necessary fire and emergency
services to the City, the Fire Chief and City Manager will negotiate a mutually acceptable
amendment to this Agreement to provide such services, which shall become effective
upon approval by the governing bodies of ACFD and City."

Attachments:
. Agreement Between the City of San Leandro and The Alameda County Fire District
Regarding Fire and Emergency Response Services
.
