EXHIBIT A

SCOPE OF SERVICES

Introduction

The City of San Leandro is moving from a legacy PBX system to a new Unified
Communications solution from Cisco Systems, integrated with Microsoft Exchange 2007. The
City of San Leandro is poised now to realize the business benefits of Unified Communications,
which will increase employee productivity, lower operating costs and enhance relationships with
your community and constituents.

Proposal

ExtraTeam follows Cisco's PPDIOO (prepare, Plan, Design, Implement, Operate, Optimize)
reference framework for deploying Unified Communications. We also adhere to Microsoft's
Solution Framework. Both companies' guidelines ensure that we follow well-documented best
practices to ensure customer success.

As part of the PPDIOO process, ExtraTeam will spend time working with the City on planning.
Our methodology includes interviews with key 'stakeholders' or representatives throughout the
organization on business processes. This allows us to effectively design the call flow. We then
develop a pilot and allow users to see the new system before it is installed. This process helps
customers validate the design and make changes if required prior to the 'go-live' date. Based on
the hundreds of Cisco unified communications installations ExtraTeam has done over the past
six years, we are confident that our methodology will result in a very successful deployment at
the City of San Leandro. We believe our customer references will support this as well.

ExtraTeam will supply a PMP certified project manager. The PM will put together a project plan
and as-built documentation as an initial deliverable for the project. The project plan will be kept
on a secure SharePoint portal for ExtraTeam and City IT staff to review and update
collaboratively. The as-built document will be approved by the City and placed on the
SharePoint site as well for reference.

ExtraTeam engineers will perform the following tasks:

. Proj ect Management

. Overall Engineering Design and Planning, Migration Planning, Telco Coordination and
Planning

. CCM Cluster (2 node) Installation & Configuration (Inc config of 562 V oIP stations and
89 Analog Stations)

. Four (4) VG224 Gateways (analog punchdown not included)

. Cisco Emergency Responder Inst & Config (15 ERLs, 25 Switches, 11 Gateways), E911
upload, TelcolPSAP Coord/Testing 15 sites

Consulting Services Agreement between
City of San Leandro and ExtraTeam, Inc.

May 17, 2007
Page 15 of31
