<br />DRAFT MINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting---June 4, 2007 <br /> <br />Page 14 <br /> <br />Vice Mayor Grant reported that she did not attend the most recent Waste Management <br />Authority meeting. She commented on a budget issue on WMA's agenda. <br /> <br />B. Reports on Conferences and Seminars <br /> <br />None. <br /> <br />C. Reports on City Council Committees <br /> <br />1. Facilities and Transportation Committee Meeting of May 23,2007. Accepted as <br />submitted. <br /> <br />Recommendation for City Council Consideration: <br /> <br />a. Schedule approval of modification of the Sidewalk Repair Program to <br />provide 50/50 cost sharing. <br /> <br />Councilmember ProIa inquired about the interest rate charged to low-income <br />homeowners who are required to pay the 50/50 share of cost for sidewalk <br />repairs. Mr. Jermanis indicated the interest rate was about 4-1/2 to 5%. <br />Councilmember ProIa asked whether the homeowner's share could be <br />reduced, perhaps to 60/40. Mr. Jermanis commented that the 50/50 share <br />recognizes that the homeowner has principal responsibility for the sidewalk. <br />Mr. Jermanis noted that the City could perform more repairs by keeping the <br />share at 50/50 than it could if it paid a larger portion of the homeowner's <br />share. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />b. Schedule consideration of implementation of a composite voting system for <br />the Neighborhood Traffic Calming Program improvements. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />2. Marina Committee Meeting of May 22,2007. Accepted as submitted. <br /> <br />Councilmember ProIa announced that the next Marina Committee meeting will be <br />held on June 12, 2007, from 9:00 to 10:30 a.m., and another town hall meeting <br />will be held at the Marina Community Center on a date yet to be determined. <br /> <br />Councilmember Souza commented that she attended the town hall meeting at the <br />Main Library, and she hoped the homeowners associations could be notified in <br />advance of the next town hall meeting so that they could include the information <br />in their newsletters. She commented favorably on the map provided at the <br />meeting on which residents indicated where they lived. <br />
