Measure B Paratransit Application FY 2007 -08

3

June 5,2007

Trips. P APCO, the Measure B Paratransit Advisory and Planning Committee has reviewed the
grant application and is recommending full funding to the ACTIA Board.

Future Deficit
The Measure B paratransit grants do not fully cover the cost of the paratransit service. Using
carryover funds, current service levels can be maintained through fiscal year '08. Based on
current projections, we will need to seek additional funding or reduce service levels in FY 2008-
09. The following table summarizes the program costs.

Grants
Measure B Grant
Minimum Service Level Grant
Total Grant Funds

$ 278,488
75,000
353,488

Pro ram Cost
FLEX
Out-of- Town Medical
Total Pro am Cost

338,777
75,000
413,777

*Pro am Deficit $-60,289
*Program deficit is currently funded
with ant carr over funds.

Public Input
In order to plan for next year, staff gathered public input through paratransit focus group
meetings, surveys and work sessions with the Senior Commission. Following is a summary of
the public input:

. Riders rate the service high in most service areas including: dispatch and driver courtesy,
on-time performance and safety.
. Riders rate the service fair in the following service areas: ease of making reservations,
cleanliness of vehicles and comfort of the ride.
. Riders continue to express concern that they cannot always get the ride that they request
on the Curb-to-Curb (CTC) service.
o Last year the CTC service started to hit capacity. To address this problem we
expanded our travel training efforts to educate riders how to successfully use the
FLEX service and about other transportation options. We also added two shuttle
stops making it easier for more riders to use the shuttle instead of the reservation
based service. These changes resulted in a significant drop in ride denials. We
will continue these efforts in 2007-08.
. We received a request to add a shuttle stop near Bancroft and Dutton Avenues.
oWe will investigate the feasibility of adding another shuttle stop.
. We learned that some riders have trouble using the telephone to make a FLEX
reservation because they have difficulty with the touch tone telephone or do not have a
touch tone phone.
