<br />Impact VII-2: Potential impacts to pipelines <br /> <br />Mitigation Measure VII-2: Construction contractors shall take whatever measures necessary during . <br />construction activities affecting the north dike to prevent potential damage to petroleum pipelines <br />contained in the levee. The operators of the pipelines shall be notified of construction prior to <br />excavation. <br /> <br />Airport Safety Issues <br /> <br />The project is located immediately south of the Oakland International Airport, which could subject <br />future users of the bridge and bicycle path to safety hazards. Oakland International Airport is <br />subdivided into North and South airfields. The North Field contains three runways, as well as <br />general aviation, maintenance, and some cargo facilities. The South Field includes the commercial <br />passenger runways and most cargo facilities. The proposed Bay Trail connection and bridge would <br />be constructed approximately 3,500 to 4,000 feet (1,066.8 to 1,219.2 meters) south of the South Field <br />runways and 6,500 feet (1,981.2 meters) east of the North Field runway. <br /> <br />The project site is within the "referral area" of the Alameda County Airport Land Use Commission <br />(ALUC), which is required under state law (Section 21676(b) of the Public Utilities Code) to review <br />all "amendments to general plans, specific plans, and zoning ordinances and building regulations" <br />within the referral boundary. Because the project does not require any of these approvals, the project <br />does not require review by the ALUC to determine consistency with the Alameda County Airport <br />Land Use Policy Plan (ALUC, 1986). Staff for the ALUC, however, has indicated that the project is <br />consistent with the ALUC plan, although the project may be required to apply for a Federal Aviation <br />Administration (FAA) permit for the crane used in construction, and any lighting included in the <br />project must be consistent with airport plan standards (Horvath, 2004). The ALUC Policy Plan <br />states that: "Any use which would direct a steady light or flashing light of red, white, green, or <br />amber colors associated with airport operations toward an aircraft engaged in an initial straight climb <br />following Ulke-off or toward an aircraft engaged in a straight final approach toward a landing at an <br />airport": is prohibited in airport safety zones. <br /> <br />The San Leandro General Plan contains policies and action measures related to the proximity ofthe <br />airport (City of San Leandro, 2002). Goal 6 ~8 states the intent to "Minimize the local impacts and <br />hazards created by air traffic, ground operations, and all other aT/iation activities, particularly those <br />associated v/ith Oakland International i^..irport." <br /> <br />Because the existing Oyster Bay Regional Shoreline park has operated in proximity to the airport for <br />years and the addition of the bridge and extension of the bicycle trail would not be expected to <br />subj eet greater numbers of people to significant risks or dangers, the hazards associated '.Yith airport <br />operations and aircraft oT/crflights on thc project are considered a less than significant impact. <br /> <br />See further discussion of airport related issues under Section XI Noise, below. <br /> <br />The project site is within the "referral area" of the Alameda County Airport Land Use Commission <br />(ALU C), which is required under state law (Section 2167 6(b) of the Public Utilities Code) to review <br />all "amendments to general plans, specific plans, and zoning ordinances and building regulations" <br /> <br />Y4204IS. 00693. doc - 4/5/07 <br /> <br />-26- <br />
