The <br />increased use of the park is planned by the East Bay Regional Park District, and the use would not <br />cause or accelerate the deterioration of the park. The planned improvements to the park are <br />consistent with plans adopted by the East Bay Regional Park District and the city of San Leandro. <br />The construction of the bridge and connecting trail segment is one of the last links in the trail <br />alignment called for in the Association of Bay Area Governments' Bay Trail Plan (ABAG, 1989). <br />The project is consistent with the East Bay Regional Park District Master Plan 1997 (EBRPD, 1996). <br />The Master Plan 1997 sets priorities for implementing the vision and mission of the District in the <br />next decade, including a priority to "Complete the missing sections of the Bay Area Ridge Trail and <br />the San Francisco Bay Trail." <br /> <br />The San Leandro General Plan includes the following text about the Bay Trail extension: "Oyster <br />Bay Regional Shoreline holds the greatest potential for improvement among EBRPD's local <br />landholdings...San Leandro also contains approximately four miles (6.4 kilometers) of the San <br />Francisco Bay Trail. Bicyclists can travel south from the San Leandro Marina to the San Mateo <br />Bridge-a distance of eight miles (12.9 kilometers) -without crossing a single roadway. An <br />extension of the trail will soon provide a direct link as far south as Union City. On the north, a <br />planned bridge across Oyster Bay Slough and a new trail across Oakland's reconstructed Galbraith <br />Golf Course will provide a link to the Martin Luther King Junior Regional Shoreline in Oakland. <br />The ultimate goal is for the trail to encircle the entire Bay. Spur trails from the Bay Trail are also <br />planned to provide shoreline access from nearby neighborhoods." <br /> <br />Action 23.03 -A in the General Plan states that the City will "Work with the EBRPD to complete the <br />following improvements to the Bay Trail within San Leandro: Construction of a bicycle/pedestrian <br />bridge across Oyster Bay Slough; Development of a signed bike route along Neptune Drive between <br /> <br />Y4204IS.00693.doc - 4/5/07 <br /> <br />-37- <br />
