<br />Rules and Communications Committee <br />June 7, 2007 <br /> <br />Page 2 <br /> <br />Chief Gilbert described the advantages of a regional communication system. He noted that the <br />EBRCS has support at the federal level by Senators Boxer and Feinstein and that the federal <br />government is looking for local jurisdictions to participate in regional efforts. Chief Gilbert <br />commented that the formation of a joint powers authority (JP A) would create a shared <br />governance structure among the participating agencies. <br /> <br />Committee Member Starosciak asked where San Leandro's 378 radios are assigned. Mr. <br />Jermanis stated that the Committee would be provided with a list ofthe radio assignments. <br /> <br />Chief Gilbert noted that statewide, the communication concept would be a "system of <br />systems"-a network of regional systems with a connecting network of gateways. There is no <br />plan for a single statewide system. He described the EBRCS infrastructure, which would be <br />comprised of a master site controller located at the Dublin Emergency Operations Center, nine <br />repeater sites and a network of T -1 and microwave connections. The system would cover <br />approximately a 1,000 mile area. Chief Gilbert indicated that not all of the system components <br />have been purchased and will still need to be put out for bid. <br /> <br />The Committee discussed the composition of the IP A Board. Committee Member Santos <br />commented that he agreed with the decision to have only one county supervisor representing each <br />county. Committee Member Starosciak commented on the unique composition of the JP A, and <br />remarked that it would be interesting to see how it would work. <br /> <br />There was discussion regarding the possibility of the City of Oakland filing a separate application <br />for federal funding. Chief Gilbert indicated that there have been discussions with Oakland <br />regarding their plan for interoperability. Committee Member Starosciak asked if the Committee <br />could request that the City Manager discuss the matter with former City Councilmember Bob <br />Glaze. She pointed out Mr. Glaze's unique perspective, being both a resident of San Leandro and <br />the IT Director for the City of Oakland. Committee Member Starosciak commented that if San <br />Leandro's communication plan does not include Oakland, it would be doing itself a disservice. <br />She also expressed concern about competing with Oakland for funding. The Committee <br />discussed other avenues of communication with Oakland, including Mayor Santos contacting <br />Oakland Mayor Dellums and convening a meeting of the Joint Oakland/San Leandro Committee. <br />Committee Member Starosciak noted that the discussion on the matter would need to be of a <br />more technical nature, and Chief Gilbert indicated that public safety should also be included in <br />the discussion. <br /> <br />The Committee and staff discussed what the City of Oakland's and BART's future plans might <br />be for interoperable communication. Committee Member Starosciak reiterated the importance of <br />discussing the matter with Oakland. Mr. Jermanis stated that he would meet with Bob Glaze to <br />discuss the subject. <br />
