<br />DRAFT MINUTES Page 6 <br />City of San Leandro City Council, San Leandro Economic Development Agency, San Leandro Parking Authority, San <br />Leandro Public Financing Authority, and San Leandro Redevelopment Agency Joint Meeting-June 18, 2007 <br /> <br />on the growing Asian population in San Leandro, resulting ill a cultural shift ill the <br />community which creates both challenges and opportunities. <br /> <br />Stephen Leung, San Leandro resident and chair of the Asian Business Council, <br />addressed the City Council, providing a letter addressed to Mayor Santos from Mayor Hu Hai <br />Guang of the City of Yangchun, China, extending an official invitation to visit Yangchun. <br />Mr. Leung requested that the Council adopt the proposed Sister City and Friendship City <br />guidelines. <br /> <br />Hendy Huang, San Leandro resident, addressed the City Council, urging the Council to <br />adopt the Sister City and Friendship City guidelines. Mr. Huang submitted a petition signed <br />by residents who support a Friendship City relationship between San Leandro and Yangchun. <br />Mr. Huang commented that the growing Asian population in the City wants more Asian <br />stores and businesses, a Chinese senior center and an Asian shopping mall. Mr. Huang <br />suggested a school cultural exchange program with China. <br /> <br />Arlene Lurn, San Leandro resident, addressed the City Council, representing the Friendly <br />City Committee. Ms. Lum provided a brief background on the efforts to form a Friendship <br />City relationship with Yangchun. Ms. Lum commented on the large growth in the Asian <br />population and Asian businesses in San Leandro. Ms. Lum urged the Council to approve the <br />Sister City and Friendship City guidelines. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jermanis commented that later in the meeting, the Council would review the <br />recommendation by the City Council Human Relations Committee on the expansion of the <br />Sister City and Friendship City guidelines. Mr. J ermanis noted that the Asian community has <br />been in contact with Mayor Santos for some time to establish a relationship to recognize the <br />cultural ties between San Leandro and China, and Mayor Santos has worked to form a <br />coalition of business and elected officials to make a trip to China. <br /> <br />7. AMENDMENT OF CONSENT CALENDAR <br /> <br />City Councilmembers or staff have an opportunity at this time to request that an item be <br />removed from the Consent Calendar for the presentation of a staff report or other special <br />consideration. Members of the Public may request the opportunity to address the City <br />Council regarding items remaining on the Consent Calendar by filling out a speaker card and <br />submitting it to the City Clerk prior to the calling of Item 7, Amendment of Consent <br />Calendar. Items remaining on the Consent Calendar will be considered for approval under <br />one motion. <br /> <br />Staff responded to questions from the Council on various Consent Calendar items. <br /> <br />No amendment to Consent Calendar. <br />
