<br />Owner Occupied Housing Rehabilitation 2 <br /> <br />July 2, 2007 <br /> <br />to date is approximately $73,000. However, there are 8 loan applications in the pipeline pending <br />approval which means this balance will be used up shortly as well as FY 2007-08 funds. The <br />grant funds were expended by March due to high demand and consequently staff had to slightly <br />exceed the 25% grant allocation in order to meet further demand. See attached Exhibit A for FY <br />2006-07 program accomplishments. <br /> <br />The Agency decided to conduct a Request for Proposal (RFP) to administer the City Owner- <br />Occupied Housing Rehabilitation Program for FY 2007-08. The purpose of the RFP was not <br />because of Agency dissatisfaction with the current administrator, Neighborhood Solutions, but <br />because it is appropriate for a public agency to solicit competitive RFPs for outsourced programs <br />every few years. RFP applications were sent to three organizations: Neighborhood Solutions (the <br />current program administrator), Alameda County Community Development Agency (CDA), and <br />Davis Street Family Resource Center. Besides the County CDA, Neighborhood Solutions is the <br />only other contractor that offers housing rehabilitation program administration to localities in <br />Alameda County. Only Neighborhood Solutions and Alameda County CDA submitted applications. <br />Staff reviewed each application based on the following criteria: 1) demonstrated ability and <br />experience in administering a housing rehabilitation program, 2) ability to manage similar programs <br />in a timely manner and within budget, 3) adequacy of staffing capacity for the project, 4) <br />professional and/or technical experience of the project team, and 5) budget feasibility. <br /> <br />Staff recommends retaining Neighborhood Solutions based on its successful track record in <br />administering the City's Owner-Occupied Housing Rehabilitation Program since FY 2003-04, <br />when the Agency ended its contract with Alameda County CDA. Neighborhood Solution's <br />experienced staff has helped attract more eligible lower income households, provided effective <br />administration, worked closely and cooperatively with City staff, helped revamp the program <br />guidelines, and provided strong customer service. <br /> <br />Current Redevelopment Aeencv Policy <br />Not Applicable <br /> <br />Previous Redevelopment Aeencv Actions <br />The Redevelopment Agency approved funds from the Housing Set Aside Fund for the Housing <br />Rehabilitation Program on June 18,2007 with adoption of the budget. <br /> <br />City Council Committee Review and Action <br />The RFP process was presented, along with staff s preliminary recommendation, at the Business <br />and Housing Development Committee meeting on June 14,2007. <br /> <br />Applicable General Plan Policy <br />Housing Element Policy 56.01, Rehabilitation of Owner-occupied Housing, undertake a range of <br />programs that assist private property owners, particularly low and moderate income owners, in <br />maintaining and improving the condition of their homes. <br /> <br />Permits and Variances Granted <br />Not Applicable <br />
