Fa<;ade Improvement Program Overview

Goal- Encourage projects that significantly contribute to the appearance of the redevelopment
project area.

Commercial Rehabilitation Program (CRP)
The Agency's Commercial Rehabilitation Program was created in 2001. The Program offers up
to $50,000 in matching funds to encourage renovation projects, improving the appearance of
businesses and properties in the redevelopment areas. For approved projects, the Agency will
contribute up to half the total project cost, to a maximum participation of $50,000, as a 10 year
forgivable loan secured through an Owner Participation Agreement and a Deed of Trust.

The funds can be used for any improvements consistent with the Redevelopment Plan, Zoning
Code, and other applicable city, state, and federal regulations. At least 50% of project costs must
be dedicated to exterior improvements (paint, landscaping, lighting, etc.).

Awing Sign and Paint Program (ASAP)
The ASAP Program was designed to create a source of capital which small businesses and
property owners can access in order to upgrade the aesthetic appearance of their property.
Through the ASAP Program, property owners or tenants are eligible to receive up to a maximum
of $10,000, in the form of a reimbursable matching grant. These grants are to be used for minor
exterior improvements such as painting, signage, awning treatments, and landscaping. For
approved projects, the Agency will require the business and property owner to sign a
reimbursement and maintenance agreement.

G:\DEPT\Office of Business Development\Files RDA\RDA Loans\Commercial Rehab Program\2007-2008\RAC info. doc
