<br />have the right to give their input as to the projects that could be included in the final list <br />of projects. Keith Cooke stated that funds from the sale of excess right-of-way are <br />reserved by the LATIP with the State so they don't go to projects outside our area. <br />Beginning in November, the projects will be narrowed down to a final list ofprojects that <br />reflects available funding. On July 16, 2007, the LATIP featuring the financially <br />unconstrained priority list will be presented for City Council consideration. <br /> <br />2. Discussion Regarding the East 14th Street Improvements <br /> <br />Uche gave a brief overview of the projects on East 14th Street, including the North Area <br />Striping Plan, Medians and Signal Installation near the future Senior Center. <br /> <br />North Area StripiDl:! Plan <br /> <br />Keith Cooke gave a PowerPoint presentation on previous work completed for the North <br />Area Striping Plan, reviewing the traffic and congestion issues on East 14th Street. He <br />explained the process that was used to quantify what issues and concerns needed to be <br />addressed. Keith discussed how the Engineering and Transportation Department <br />collected traffic data and community traffic safety concerns were used to guide the <br />recommendations. Additional follow up and focus groups were conducted and the <br />resulting 4 alternatives were presented to the Planning Commission. The Facilities <br />Committee then reviewed the project in January 2006 and selected the fourth alternative <br />with modification to improve pedestrian safety. The modified alternative adds medians <br />to East 14th Street and improves the pedestrian experience. Keith noted that staff is in <br />process of implementing the improvements. <br /> <br />East 14th Street Medians <br /> <br />Austine then gave a PowerPoint presentation regarding the East 14th Street Medians. He <br />gave an overview of the project and explained the project funding. Discussion ensued. <br />Committee Member Souza asked if working was Caltrans was just a matter of getting <br />permits. Uche said that getting a permit is part of the process; however, the process <br />includes review and approval. Austine that grant funding is being used for the design and <br />for the median construction. He explained that the City is awaiting permission from <br />Caltrans before beginning construction. John Jermanis commented that the project <br />presents a serious conflict to the dedicated bus lanes proposed in the BR T due to the <br />limitations of the right-of way and that Caltrans would also be involved in the BRT <br />reView process. <br /> <br />Sil:!nal Installation Near the Future Senior Center <br /> <br />Austine stated that the median project ties into the signal near the future Senior Center <br />and gave a PowerPoint presentation outlining that project. He explained that the project <br />is designed to make it easier for senior citizens to get in and out of the facility.
