CITY COUNCIL FINANCE COMMITTEE June 19,2007 4:00 p.m. - 5:30 p.m. San Leandro City Hall 835 East 14th Street San Leandro, California (Sister Cities Gallery) HIGHLIGHTS Committee Members: (Chair) Vice Mayor Grant, Councilmember Starosciak and Councilmember Stephens City Staff Present: City Manager J ermanis, Assistant City Manager Hollister, Finance Director Baloca, Deputy Finance Director Rodriguez, Senior Accountant Galvin, Purchasing Agent Brockman Public Present: Robert Arce, Bud Beal, Richard Becker, Diana Gentry, Council member Jim ProIa, and Craig Williams The meeting was called to order at 4: 15 p.m. 1. Public Comments Chair Grant moved the public comments section of the agenda to the beginning of the meeting due to public attendees. Mr. Arce requested a special Finance Committee meeting before the July 16, 2007 City Council meeting to further discuss and gain insight on the City's meetings with agencies such as EBASE and the Central Labor Council regarding the Living Wage Ordinance. City Manager Jermanis will check with the Finance Committee members on availability of staff and meeting scheduling. It was further mentioned that even if the Finance Committee met before the July 16, 2007 Council Meeting, the Finance Committee report would not be ready for the City Council until the September 2007 Council meeting. 2. Review of City's Purchasing Policy A review of the City's current Purchasing Policy was requested by City Council. J errnanis indicated that after reviewing the current policy, changes to the threshold amounts, will most likely be recommended for future consideration particularly with professional services contracts.
