<br />Town Hall Input <br />Page 2 of6 <br /> <br />May 12, 2007 <br /> <br />Assessment (2) - <br />Establishment of an assessment district could be done city-wide or based on a smaller <br />area, and could be handled via mail-in ballot requiring majority approval. Assuming a <br />city-wide assessment to generate $2.4m, and a 60/40 split ofresidential vs. commercial <br />contribution (similar to the 2004 Proposed Public Safety Parcel Tax), the assessment per <br />single family household would be approximately $53.50. A typical business would pay <br />$11 per 1,000 square feet of building. <br />Charge for parking (2) - <br />A parking fee, as well as a fee for the use of the park, was explored in 1993, and the <br />community was unsupportive of the concept. Additionally, it raised accessibility issues <br />for the restaurants, hotel and golf course, as well as concerns from neighbors that people <br />would park in the residential neighborhoods to avoid paying fees. <br />Charge EBDA (2) - <br />EBDA 's pipeline appears to run south of the channel and is buried underwater and <br />surrounded by rip-rip. The pipeline runs four miles out and therefore discharges an <br />additional two miles past the channels end. There is no evidence that the pipeline <br />contributes to siltation. <br />Charge L VMA (discharge) - <br />See above. L VMA is a member of EBDA. <br />Cost control of City expenses and overhead. - <br />Th.? City could explore strategies to reduce some of the $1.15m in operating and <br />overhead expenditures. The remaining costs included in the $1. 7m in expenditures are <br />debt service. <br />Reduce costs/close down operations <br />Too expensive to operate boat harbor <br />Referendum on ballot - <br />A ballot referendum could be used to gain input from the community or obtain funding. <br />County resources <br />Parcel tax - <br />The City could bring a ballot measure to the voters. See assessment above. <br />Sales tax increase - <br />A percentage increase in the city-wide sales tax would require two-thirds voter approval. <br />This type of funding may be more appropriate for high priority concerns such as public <br />safety or street maintenance. A one-fourth percent sales tax could generate up to $5.75m <br />annually. <br />Bond - <br />Bonds are generally used for capital projects which require a large sum of money to <br />complete and which will be used for years to come. A parcel tax or assessment district <br />would be more appropriate methods of funding dredging and on-going operating costs. <br />Reduce fees to increase occupancy - <br />It's not clear that decreasingfees would increase occupancy. In 2000, the City began <br />increasing fees after nine years of no fee increases. Although occupancy decreased to <br />60% in 2005-06, revenue increasedfrom $523k in 2000 to $840k in 2006. <br />
