<br />AC Transit East Bay Bus Rapid Transit DEIS/EIR Comments <br />6/29/2007 <br /> <br />4 <br /> <br />Land Use Impacts <br /> <br />The City has concerns about land use impacts within the study corridor through San Leandro. <br />Major infrastructural improvements were implemented as a result of the MTC-funded and <br />award-winning East 14th Street South Area Development Strategy, would be substantially <br />affected by the installation of dedicated bus lanes from Blossom Way to the Bay Fair BART <br />station. <br /> <br />Additionally, there are six City of San Leandro official planning areas, as described in the San <br />Leandro General Plan, including one not mentioned in the DEIS/EIR, the E. 14th Street <br />Commercial Corridor, that are located along or intersected by the study corridor and that will <br />therefore be impacted by construction of the BRT project. Merchants and business owners <br />within the transit corridor will be adversely impacted during the construction phase of the <br />project, as well as after project implementation. The DEIS/EIR does not identify any <br />mitigation regarding potential impacts to business owners along this important commercial <br />corridor. <br /> <br />Additionally, impacts on Bancroft Avenue land uses due to diversion of vehicular traffic from <br />E. 14th Street onto Bancroft Avenue have not been evaluated. <br /> <br />Environmental Justice Impacts <br /> <br />The DEIS/DEIR describes traffic disruption to local business "during construction" and that <br />the "major adverse effects ofthe project are temporary." However, minority or low-income <br />populations are clustered along the study corridor and will be adversely impacted, as described <br />above, after project implementation, and not just during the construction phase of the project. <br /> <br />Noise Impacts <br /> <br />Noise impacts to land uses, where dedicated lanes would displace vehicular traffic to other <br />streets parallel to the alignment have not been included in the noise analysis. <br />
