The applicants are proposing that their application for a Grocery <br />Outlet at 1550 East 14th Street is a neighborhood grocery store and a permitted use in the CD <br />Commercial Downtown District. The Planning Manager and then the Zoning Enforcement <br />Official have both determined that the proposed Grocery Outlet would be considered a <br />supermarket, which requires a Conditional Use Permit in the Commercial Downtown (CD) <br />District. A Conditional Use Permit for this site, identified as an opportunity site in the Downtown <br />Transit-Oriented Development (TOD) Strategy, would be subject to the existing moratorium <br />related to discretionary action on any opportunity site. The moratorium extends until November <br />6, 2007, or fmalization and implementation of the Downtown TOD Strategy, whichever comes <br />first.
