<br />Marian Handa, City Clerk <br />April 24, 2007 <br />Page 3 <br /> <br />the City by reducing the drive time necessary for neighborhood residents to obtain grocery items. <br />This will reduce both the traffic and emissions generated by neighborhood residents who would <br />otherwise have to drive farther to satisfy their grocery needs. <br /> <br />As the above demonstrates, Grocery Outlet is a neighborhood grocery store and, <br />therefore, is a permitted use which does not need planning entitlements. Because the <br />Moratorium exempts such projects from its scope, we requested the City issue the building <br />permits necessary for Grocery Outlet to rearrange shelves and install the coolers within the store <br />in order to open and begin serving e the needs of neighborhood residents. <br /> <br />The above notwithstanding, we received a letter from Debbie Pollart, Planning Manager <br />in the City's Community Development Department, in which she denied our request stating that <br />the Grocery Outlet is a supermarket because it is over 10,000 square feet. Given that the there is <br />no maximum size requirement for a neighborhood grocery store, we disagree.
