The applicants <br />are proposing that their application for a Grocery Outlet at 1550 E. 14th Street is a <br />neighborhood grocery store and a permitted use in the CD Commercial Downtown <br />District. The Planning Manager and then the Zoning Enforcement Official have <br />both determined that the proposed Grocery Outlet would be considered a <br />supermarket, which requires a Conditional Use Permit in the Commercial <br />Downtown (CD) District. A Conditional Use Permit for this site, identified as an <br />opportunity site in the Downtown Transit-Oriented Development (TOD) Strategy, <br />would be subject to the existing moratorium related to discretionary action on any <br />opportunity site. The moratorium extends until November 6, 2007, or finalization <br />and implementation of the Downtown TOD Strategy, whichever comes first. <br />Assessor's Parcel Number 77-540-9; Grocery Outlet, Inc. and Norcal AI, LLC <br />applicants and property owner); CD Commercial Downtown District.
