<br />June 4, 2007 <br /> <br />lCathleenLivermore <br />Planning Manager <br />City of San Leandro <br />835 E. 14th Street <br />San Leandro, Ca 94577-3782 <br /> <br />Dear lCathleen, <br /> <br />I want to express my objections to the request by Grocery Outlet, Inc. and Norcal Al LLC to have <br />the city reconsider its request to occupy the Albertson's site as a neighborhood grocery. <br /> <br />First, I believe that to consider using that site for any kind of grocery operation prior to the <br />completion of the TOD study/plan makes absolutely no sense. Moreover, San Leandro is already <br />welI-served by moderate and low-cost grocery outlets. <br /> <br />Second, as one of the 80-plus residents (GPAC) who worked two and a half years to update the <br />City's General Plan, I believe that a Grocery Outlet is inconsistent with the General Plan update. <br />The update reflects the vision and expressed wishes not only of the GP AC, but also of the scores <br />of residents who reviewed and commented on the update's initial recommendations at an open <br />house at the Marina Community Center. <br /> <br />In support of my point of view, I offer the folIowing references from the update: <br /> <br />Page 10-2- ". .. the top three areas for improvement are E. 141h Street.. ." <br />Page 3-56-- "Develop and implement business development strategies that improve the mix of <br />retail and service businesses Downtown with an emphasis on high-end retail shops, restaurants <br />and entertainment uses." <br />Page 3-46-- "General Plan policies seek to establish a stronger identity and market niche for <br />each retaiVs~rvice area, thereby bolstering their economic performance." Elsewhere in the <br />update, there are references to creating a "there" in San Leandro, making the city a "destination <br />rather than a pass-through community", and developing mixed use on E. 14th St. <br /> <br />In my opinion, the continued effort to locate a Grocery Outlet is not defensible, does nothing to <br />further the intent of the General Plan update and is not in the City's best long-term interests. <br />Reject the appeal. We can do much better in building a distinctive and appealing community. <br /> <br />Please give copies of this letter to the members of the BZA.
