<br />MINUTES Page 3 <br />City of San Leandro City Council, San Leandro Economic Development Agency, San Leandro Parking Authority, San <br />Leandro Public Financing Authority, and San Leandro Redevelopment Agency Joint Meeting-June 18, 2007 <br /> <br />service levels, restore some previously reduced services and provide enhancements to <br />public safety. <br /> <br />City Engineer Ken Joseph gave a presentation on the FY 2007-08 Capital Improvement <br />Program, including a brief overview of some of the large scale projects currently <br />underway and descriptions of the 22 projects included in the program. <br /> <br />The Hearing was then opened to the public. <br /> <br />Darlene Evans, San Leandro resident, addressed the City Council regarding Police <br />Department overtime and Police activity in the area near the San Leandro-Oakland <br />border. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Councilmember Stephens suggested that the Council consider restoring neighborhood <br />empowerment funds of perhaps $2,000 per Councilmember and $12,000 for the Mayor, <br />to help meet some of the community needs that arise during the year. <br /> <br />Councilmember Souza expressed concern regarding the proposed RDA resolution. She <br />commented that the Council is being asked to approve the RDA budget without detail <br />on how the funds will be used other than the $100,000 increase for the LINKS Shuttle. <br />Councilmember Souza remarked that since its inception, the LINKS program has <br />gradually relied less on grant funding and more on RDA funding. Councilmember <br />Souza commented that the program receives funding through a Business Improvement <br />District (BID) assessment of local businesses, grants and redevelopment funds, and she <br />believed that the desired goals of each funding source conflict with each other. <br />Councilmember Souza commented that the Council does not have data on the number <br />of employees that ride the shuttle or the businesses within the BID that have been <br />contacted. Councilmember Souza stated that she opposed increasing the RDA's <br />contribution to the LINKS beyond $100,000 if the BID remains in place, and she <br />commented that if the RDA funding is increased, the BID should be eliminated. <br />Councilmember Souza indicated that she would like to cast a separate vote for the RDA <br />resolution. <br /> <br />Mayor Santos commented that the LINKS serves a useful purpose in West San Leandro <br />by taking thousands of cars per month off the road, reducing CO2 emissions and <br />improving air quality. He indicated that the surveys that have been performed on the <br />service suggest that the LINKS Shuttle is serving the purpose for which it was created. <br />Mayor Santos commented that he has ridden the Shuttle a few times, and he observed <br />riders who were using the Shuttle to commute to work at businesses within the BID. <br /> <br />Councilmember Starosciak noted that BID expenditures have increased by $100,000, <br />and she asked where the additional revenue is coming from.
