<br />MINUTES Page 4 <br />City of San Leandro City Council, San Leandro Economic Development Agency, San Leandro Parking Authority, San <br />Leandro Public Financing Authority, and San Leandro Redevelopment Agency Joint Meeting-June 18, 2007 <br /> <br />that the increase is due to the potential loss of some grant funding that the LINKS <br />previously received. <br /> <br />Councilrnember Souza agreed with Mayor Santos that the LINKS is an important <br />service; however, she commented that the Council should determine what type of <br />service the LINKS provides. If the service is used for redevelopment purposes, then it <br />should be funded with redevelopment funds rather than through the BID, but if it is used <br />to benefit the businesses within the BID, then it should be funded through the BID <br />rather than with redevelopment funds. Councilmember Souza noted the lack of detail <br />provided for the Redevelopment Agency budget. <br /> <br />Mayor Santos commented that the Redevelopment Agency budget approval process has <br />not changed. Mr. Jermanis stated that the RDA budget presented for adoption is $9.6 <br />million, and staff will provide a more detailed breakdown of the budget for each of the <br />three Redevelopment project areas. <br /> <br />Councilmember Starosciak asked if the LINKS budget would be reviewed again in the <br />fall. Mr. Jermanis confirmed that the Council would review the LINKS budget and the <br />amount of the BID assessment in the fall. Councilmember Starosciak recalled that <br />when the LINKS budget was reviewed last fall, she stated that she believed the LINKS <br />Shuttle is a redevelopment project intended to improve business in the area it serves. <br />She commented that any survey performed should point to the fact that the LINKS <br />brings employees and customers to and from West San Leandro. Councilmember <br />Starosciak stated that she wanted to ensure that if businesses are paying for the service, <br />then the service is truly benefiting business, and if redevelopment is paying for the <br />service, then the service is reducing blight and attracting new business. Councilmember <br />Starosciak expressed support for free transit, but commented that she did not believe the <br />BID is the proper funding mechanism for providing free transit for everyone in San <br />Leandro. She stated the she would like to see those businesses that are supporting the <br />BID get what they are paying fof, <br /> <br />.
