San Leandro and AC Transit were co-applicants in the Metropolitan <br />Transportation Commission (MTC) grant for the Downtown San Leandro Transit-Oriented <br />Development (TOD) Strategy. This collaborative effort has resulted in a comprehensive and <br />positive vision for increased transit ridership in the Downtown San Leandro Transit-Oriented <br />Development area. San Leandro appreciates the collaboration that AC Transit offered during <br />the preparation of the Public Draft TOD Strategy. We also appreciated the opportunity to <br />participate in the Major Investment Study (MIS), in which we provided general support of Bus <br />Rapid Transit. <br />The City of San Leandro has carefully reviewed the DEIS/E1R and is pleased to extend our <br />support of either Alternative 2 or 4 because those alternatives do not call for dedicated lanes. <br />We will defer to the AC Transit Board of Directors in determining between Alternatives 2 and <br />4, recognizing a great many other considerations, including capital costs, operating costs, <br />increased ridership possibilities, new transit trips and annualized cost per new transit trip. <br />However, the City of San~Leandro cannot support Alternatives 1 and 3 due to impacts related <br />to numerous planned infrastructure improvements on East 14~' Street, Level of Service (LOS) <br />impacts, traffic/circulation, parking, land use and cumulative impacts. <br />
