San Leandro and AC Transit were co-applicants in the Metropolitan Transportation Commission (MTC) grant for the Downtown San Leandro Transit-Oriented Development (TOD) Strategy. This collaborative effort has resulted in a comprehensive and positive vision for increased transit ridership in the Downtown San Leandro Transit-Oriented Development area. San Leandro appreciates the collaboration that AC Transit offered during the preparation of the Public Draft TOD Strategy. We also appreciated the opportunity to participate in the Major Investment Study (MIS), in which we provided general support of Bus Rapid Transit. The City of San Leandro has carefully reviewed the DEIS/E1R and is pleased to extend our support of either Alternative 2 or 4 because those alternatives do not call for dedicated lanes. We will defer to the AC Transit Board of Directors in determining between Alternatives 2 and 4, recognizing a great many other considerations, including capital costs, operating costs, increased ridership possibilities, new transit trips and annualized cost per new transit trip. However, the City of San~Leandro cannot support Alternatives 1 and 3 due to impacts related to numerous planned infrastructure improvements on East 14~' Street, Level of Service (LOS) impacts, traffic/circulation, parking, land use and cumulative impacts.
