• The DEIS/EIR identified cumulative impacts as occumng only with Alternatives 1 and <br />3. <br />One of the two City projects used to evaluate the cumulative impacts on the local <br />context, specifically for Downtown San Leandro, The North Area Study, has since <br />been superseded by a soon-to-be adopted Downtown Transit Oriented Development <br />(TOD) Strategy. The older study is cited as having a projection of only 200 dwelling <br />units in the area in the "San Leandro BART Transit Village," whereas the current <br />study is estimating that upwards of 3,430 dwelling units will be built near the San <br />Leandro BART Station. <br />The DEIS/EIR stated that dedicated lanes required in Altematives 1 and 3 would result <br />in parking being eliminated in the Right-of--Way, removal of existing or planned <br />medians, elimination of left-turn lanes, elimination of landscaping opportunities, and <br />increased capital costs. <br />• Existing bike lanes on East 14th Street in the North Area would be eliminated with <br />Alternatives 1 and 3. Additionally, bike riders who live on the side streets along East <br />14th Street would face challenges with longer detoured routes and more restricted <br />access to and from East 14th Street. <br />• The DEIS/EIR identified "substantial cumulative impacts" on traffic and circulation <br />occumng along most of East 14th Street through San Leandro to Bayfair BART only <br />with Altematives 1 and 3. <br />Thank you again for the opportunity to comment on this important environmental document <br />for the East Bay Bus Rapid Transit Project.
