WHEREAS, no other means of financing the installation of the Senior Center Phase 1 Improvements, Project No. 06-210-18-116 is available to the community in that the only other possible source of funding is through the use of the City's General Fund, which is pledged for the provision of essential City services for the residents of the City; and WHEREAS, the construction of certain structures and improvements within the Project Area is a direct benefit in achieving the goals and objectives stated in the adopted Five-Year Implementation Plan by allowing for continuous enhanced senior services within the Project Area; and WHEREAS, the City of San Leandro (the City) has reviewed and considered the Categorical Exemption prepared for the project and hereby finds that the project will not have a significant effect on the environment, NOW, THEREFORE, the Redevelopment Agency of the City of San Leandro does RESOLVE, DECLARE, DETERMINE, AND ORDER as follows: Section 1. The Redevelopment Agency of the City of San Leandro hereby specifically finds that all of the facts stated above are true and correct. Section 2. The Redevelopment Agency of the City of San Leandro hereby authorizes the allocation and expenditure of up to $456,459 from available tax increment funds for the Senior Center Phase 1 Improvements, Project No. 06-210-18-116. Section 3. That the Redevelopment Agency of the City of San Leandro hereby designates the City of San Leandro to act as its agent with all appropriate powers of authority in the planning, oversight, and administration of the project, including project acceptance upon completion.
