Liens on Delinquent 2006-07 Accounts - 2 - July 11, 2007 as of July 10, 2007, for the services received, although ongoing attempts have been made to collect the balances due. Alarm response customers and property owners receive delinquent notices monthly demanding payment and notifying them that delinquent balances will be placed on the property tax roll following the July 16, 2007 Public Hearing. Earlier this month, solid waste service customers, alarm response customers, and property owners received a final letter demanding payment and notifying them of the July 16, 2007 Public Hearing. Property owners with code violation penalties and/or weed abatement charges are sent an initial invoice. Statements with overdue amounts are then sent monthly. The June and July statements included lien information and the public hearing date. Businesses were sent an annual business license and West San Leandro Shuttle BID fee renewal notice in December 2006 and a final notice in March 2007. In May 2007, a Notice of Violation letter was sent to businesses and property owners that have not renewed their license or that have a balance due. Earlier this month, businesses and property owners were sent a final letter demanding payment and notifying them of the July 16, 2007, public hearing. Current City Council Policy The City Council conducts a public hearing to lien delinquent accounts annually.
