<br />abandoned vehicle has been removed from the frontage. Graffiti on the buildings has been <br />painted over. Screening material has been installed on the chainlink fencing along the front of the <br />property. Additionally, a cable or chain will be installed along the Washington Avenue property <br />line to prevent unauthorized and unsightly vehicle parking along the front of the property. <br /> <br />The construction documents are nearly complete and ready for submittal to the City's Building <br />and Safety Services Division for building permits. With the demolition and removal of the <br />existing building, and ground breaking for construction a few months away, the staff <br />recommendation is that the planned development be approved with the same conditions for <br />another year. <br /> <br />The following is the staff analysis provided in 2006 for the basis for the recommendation for <br />approval. <br /> <br />Rezoning & General Plan Conformance <br /> <br />In 2003, staff had initiated plans to rezone this portion of Washington Avenue to industrial, as <br />specifically recommended in the adopted General Plan. The Plan prescribed an action that <br />following the adoption of the General Plan, the Mid-Washington Avenue corridor should be <br />rezoned from CC Community Commercial District to IL Industrial Light District. At <br />neighborhood meetings, held January and February 2003, the consensus of the mid-Washington <br />Avenue property owners was to maintain the CC Community Commercial designation. The <br />proposal by the applicant to rezone the property from a CC district to a CC and IL base district is <br />site specific to only 14340 Washington Avenue, the subject property. The proposal is consistent <br />with the Washington Avenue property owners request to maintain the CC district and with the <br />City's General Plan Policy 7.11., which states the Mid-Washington Avenue corridor should be <br />rezoned from CC Community Commercial District to IL Industrial Light District. The Zoning <br />Code provides that self-storage (public storage) facilities are conditionally permitted in the IL <br />District (Section 2-704 B. 17). <br /> <br />The PD overlay district will subject any proposal on the property to the City's discretionary <br />review process concurrently with the rezoning consideration. This will ensure consideration by <br />the Planning Commission and City Council that the new development will be compatible with <br />the existing area. In addition, this would allow for more comprehensive review of the project <br />given the large size of the property and its prominent visibility on the Washington Avenue <br />corridor. <br /> <br />Reasons for Planned Development - Mixed Use of Commercial and Light Industrial <br /> <br />The rezone to include the PD Overlay would allow the necessary flexibility in considering <br />exceptions to the Zoning Code requirements which exhibit some type of merit, so long as the <br />exception would have no negative affect on persons or property. In this case, the PD would <br />permit CC Community Commercial uses and a select amount of IL Industrial Light uses. There <br />would also be a select list of discretionary uses that would be considered on a case-by-case basis. <br />The Board of Zoning Adjustments would consider the conditionally permitted uses and the <br />Zoning Enforcement Official would consider the administrative reviews. <br /> <br />Planning Commission Staff Report <br />PLN2007 -00027 <br /> <br />June 14,2007 <br />Page 5 of7 <br />
